That is Hans-Ulrich Rudel, a nazi ground-attack pilot. My best guess is that OP wanted to put an image of Klaus Barbie (aka “The Butcher of Lyon”, head of the Gestapo in Lyon, pictured below) and just found Rudel’s picture first and used it instead…
