    My initial comment on 83 stating it says only the Verkhovna Rada and that president is not clearly part of that section so it is purely the spiritual interpretation of the law?

      There are other sections that parts of the constitution can be suspended durring times of emergamcy and some parts that can not be suspended. Also it says the their parlement and presedent are resposibal for calling and holding elections. If they chose not to do so in time of emergancey its within their power. Now im not a lawyer and i dont want to work through the lagic path of it. If you want to

      I would be fine with an election if there was a real vote in the teritories taken by russia to see if they want to stay with russia or go back to Ukrain to include Chrimea.

      This is a factually wrong statement. Have the basic decency to admit that you were wrong:

      Yes. Their law doesn’t allow elections when martial law is in effect and it also states that the current president will hold office as long as the successor has been chosen.
