Doesn’t seem like the president is part of the Verkhovna Rada but from what i can tell the law is being interpreted that if they can’t change what’s the point of elections for president.

83 doesn’t say no presidentsl elections but that’s the “spirit of the law” as interpreted by the people who 83 does states have no elections. Unfortunately, every country has the same issue with how things can be interpreted even if it is bs.

There are other sections that parts of the constitution can be suspended durring times of emergamcy and some parts that can not be suspended. Also it says the their parlement and presedent are resposibal for calling and holding elections. If they chose not to do so in time of emergancey its within their power. I would be fine with an election if there was a real vote in the teritories taken by russia to see if they want to stay with russia or go back to Ukrain to include Chrimea.
