Keeping the government shut down would not keep the health care premiums from going up. It would just cause other problems.
If anything, the record shutdown did a good job of making everybody aware of the issue and if it is not fixed, they will know it is Republicans who do it.

I think Republican blame for the shutdown has probably bottomed out. And Democrat support has probably peaked. Any longer and Democrats would probably start to lose favor as more people’s lives are affected by the shutdown.
Reopen the government and force the ACA vote. Everybody will be watching this vote in a way they never would have before the shutdown. If it passes, Democrats are the heroes. If it fails, Republicans are the villains. It’s a win win for Democrats.

Primaries are controlled by a private corporation that can literally so anything they want. The two party system freezes out anyone else unless they are acceptable to one of the two private corporations that control the “D” and “R” ballot.
