    Only technically illegal if it’s done with intent to change the face value, advertise commercial services, or to remove it from circulation. Since it’s still spendable, not advertising, and we would want these altered bills to continue circulating, it wouldn’t be a crime.

    It’s not going to stop them from harassing the artist though.
