So when there’s a shortage or prices go up, people don’t have something to replace it with so it’s more apparent that they’re missing out on something and that gets attention.

Besides, the last pandemic has already shown that some employers consider protective measures as a waste of money. And if the new USdemic really is a bird flu variant (apart from the H5N1 there is now another strain H5N9), it is quite likely that it starts its foothold in the farming communities as a bonus.
So food production is not unlikely to get hit hardest, which might actually completely wreck the “less demand” part.
